Summary
As a Project Manager, you will be responsible for overall project management of medium risk projects, or projects that entail federal and/or leasing projects or project groupings. Location of position: GSA - Public Building Services (PBS) - Office of Program and Project Management (PX) We are currently filling thirty-four vacancies, but additional vacancies may be filled as needed.
Duties
Manages and facilitates project budget planning and execution to support each step in development. Establishes evaluation criteria, and measurements to assess projects on an ongoing basis. Exercises responsibility for the administration and management of the entire project including the facilitation and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration, etc. Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects. Manages customer expectations and aligns customer requirements with Public Building Services policies. Manages projects in the General Services Administration Project System (s) of record. Prepares schedules for project completion, implementing a system for review, control, and reporting on project status and recommends which phases of the project will be performed in-house or by contract. Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government. Implements quality assurance processes to ensure all aspects of the project are handled in a professional manner, meet the agreed to customer needs, and are in compliance with all contracts let by Public Building Services, General Services Administration. Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action. Monitors action in support of project plans and schedules and reports deviations and problems to appropriate General Services Administration and other agency officials.
Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. The work is primarily sedentary, although there may be some walking or bending involved during construction site visits. Depending upon geographic location of position driver's license may or may not be required The work is usually performed in an office setting except for any necessary travel to attend meetings and conferences or conduct on-site inspections. Visits to customer agencies, contractors' facilities and construction "hard hat" sites are required. Appropriate safety equipment (e.g., hard hat, safety shoes) will be worn during on-site inspections.
Qualifications and evaluation
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses: Knowledge of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated projects from the preliminary planning stage through the design, construction, equipment installation stages, check-out stage, occupancy and through the project closeout stage. Ability to effectively manage project financial planning and analysis. Use of financial management knowledge, techniques, and innovation to achieve project results on-budget with fiscal integrity. Ability to assess project requirements and develop recommendations that meet goals, as well as integrate the goals and objectives of various other stakeholders. Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting are required. Ability to communicate both orally and in writing to interpret, explain and present complex, technical information to a wide range of stakeholders. Demonstration of these KSAs must be supported by your application.
