This National Guard position is for a SUPERVISORY AIRCRAFT PILOT, Position Description Number D0644P01 and is part of the HI AASF 1, National Guard. Duties
SUMMARY OF DUTIES: The purpose of this position is to function as the commander of an AASF, WAATS, or EAATS. The position supervises between 3 and 12 substantive General Schedule (GS) employees and a large (more than 30) wage grade work force. The GS workforce includes at least 2 fulltime GS-13 pilots who instruct and evaluate flying in advanced attack or heavy transport helicopters or advanced instrument flight techniques or instruct instructors in methods of instruction or any combination for at least 50% of their work time. Manages and directs the activities and functions of the AASF, WAATS, or EAATS in support of the state or national aviation training missions which includes flight operations (AASF); instructing courses on flight operations (WAATS/EAATS) proficiency training of aviators and crewmembers (AASF); qualification training of aviators and crewmembers; aircraft mechanics (WAATS/EAATS); aviation safety; and the organizational, direct support, and limited general support maintenance of all assigned aircraft. Plans work to be accomplished by the organization which consists of 3 to 12 employees engaged in substantive work and additional wage grade employees. Oversees the training operations of assigned or attached aircrew members through a subordinate supervisor. Oversees the aviation maintenance functions through a subordinate Supervisory Aircraft Maintenance Test Pilot and ensures maintenance of assigned and supported aircraft in accordance with established procedures. Education
EDUCATION REQUIREMENTS: An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; overtime may be required. The duties and responsibilities of your job may significantly impact the environment. OTHER QUALIFICATION REQUIREMENTS 1. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, flight physical, medical profile, and completed/cleared drug test. 2. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives; and, 3. Qualify to operate government motor vehicles and vehicular equipment for "Maintenance Purposes Only" according to Army or Air Force Vehicle Maintenance Operations Directives. Applicants must have the following: Must have the appropriate security clearance: a. In regard to the aviator position's Series GS 2181 and the DoD criteria for the technician position's compatible military skill classification security clearance requirements. NOTE: Refer to the military services' specific classification directives for the military skills' required security clearance levels; OR b. Awarded a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives. Award of entry level to the technician position's compatible military skill, without a completed SSBI, is authorized provided an interim Top Secret security clearance was granted. NOTE: Refer to the military service specific directives for various authorized interim clearance levels. 2. No record of claustrophobia or claustrophobic tendencies. 3. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
