Summary

This position is located in the Bureau of Oceans and International Environmental and Scientific Affairs, Deputy Assistant Secretary for Oceans, Fisheries, and Polar Affairs, Office of Ocean and Polar Affairs (OES/O/OPA). This office is responsible for formulating and implementing U.S. policy on international issues concerning the ocean, the Arctic, and the Antarctic and leading U.S. global engagement to advance U.S. economic, security, and resource interests in ocean and polar affairs.

Duties

Serves as the Department's lead action officer and initial point of contact for all incoming actions regarding Antarctic Treaty inspections. Participates in annual meetings of the Antarctic Treaty; supports U.S. priorities within the Antarctic Treaty System, ensuring that the Antarctic region remains reserved for peace and science. Conducts research, analysis, and overseas site visits as needed to collect information on problems and possible solutions in policy and program implementation. Advocates and defends Bureau policy initiatives in polar resource management; stays current on legislative and policy developments affecting the US Government's (USG) stance and reactions. Provides informational consultations and orientations to colleagues and management officials in the Department and the interagency arena on the Antarctic Treaty structure, mechanisms, and processes.

Qualifications and evaluation

The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review by subject matter experts will be conducted for the top qualified candidates based on total score. Resumes longer than two pages will be deemed ineligible and will not be considered further. All applications that meet the required qualifications and the cutoff score will be referred to the selecting official in the order in which the applications were received. You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics): Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe. Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without the need to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: Knowledge of laws, regulations, and agreements governing the development and execution of U.S. policy and programs related to the Antarctic Treaty inspections. Knowledge of current policy objectives and programs to assess the relevancy and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy. Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analyses. Skill in oral and written communication to prepare and present analyses, provide guidance, solicit information, defend proposals, and negotiate agreements.
