Duties

The Senior Technical Advisor serves as the U.S. Space Force (USSF) Directorate of Intelligence's principal technical authority for space and counterspace intelligence architectures, operations, capabilities, and resources. The advisor provides expertise on intelligence-related space systems; cyber networks; tasking, collection, processing, exploitation, and dissemination (TCPED) systems and architectures; acquisition programs; targeting; foreign disclosure; and intelligence oversight. The position develops and maintains authoritative intelligence architecture designs covering U.S. Government, partner, and commercial systems that support space superiority operations. The advisor represents USSF/S2 in senior engagements with Department of War, Intelligence Community, military service, combatant command, and national agency partners; advocates for USSF intelligence requirements; identifies capability gaps; and coordinates policy, operational, and programmatic issues across the enterprise. The advisor also develops and implements strategies and analytic capabilities by overseeing assessment and development of modeling, simulation, wargaming, experimentation, artificial intelligence, and machine learning tools used to support space and counterspace missions, force design, acquisition, and national-level decision-making. In addition, the advisor supports planning, programming, budgeting, execution, and evaluation of major intelligence portfolios by assessing resource requests, monitoring performance, recommending resource allocations, and proposing corrective actions. The position provides senior continuity and technical leadership for USSF/S2 during leadership transitions, absences, and Continuity of Operations events.

Qualifications and evaluation

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory technical qualification standards will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon USecAF approval. Your 2-page resume must demonstrate the Mandatory Technical Qualifications (TQs) provided. Education

A bachelor's degree from an accredited institution is desired. A master's or advanced degree in international relations, intelligence studies, STEM studies is highly desired. Completion of senior military education and executive development programs is also highly desirable.

The following conditions of employment apply: This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS) and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101 and under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotions or removal. A Joint Duty Assignment (JDA) Program certification is desired Joint duty credit is awarded by serving at least 12 months in an Intelligence Community (IC) agency, an organization outside the IC, or joint organization at the pay grade or rank of at least GG/GS-13 beginning after 11 September 2001. In addition, individuals deployed for 179 days or more to a designated combat zone will satisfy the 12-month minimum requirement [or 179-day deployment] so long as that minimum requirement is met within a 24-month period. Relevant military, professional, technical, managerial, and/or leadership experience outside the IC may qualify as the equivalent of a JDA. In addition, a waiver for the Joint Duty Credit may be considered if there are no highly qualified alternative candidates with JDA Program certification.
