THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC), Position Description Number T5899000 and is part of the 107TH ATKW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veteran's Preference does not apply due to this being a Professional Series position.

Duties

As a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC), GS-0101-12, you will be the ingle point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR).?Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g., command) level, SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC.SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

Applicant claiming Priority Placement Program, DoD Retained Grade Employees must submit the following documentation: -DoD Retained Grade Self Certification Checklist (DD 3145-1) - SF-50 effecting the placement in retained grade status - Copy of the notification letter the employee received (RIF or classification downgrade) Applicants claiming Priority Placement Program, Military Spouse Preference must submit the following documentation: - DoD Military Spouse Preference Self Certification Checklist (DD 3145-4) - Sponsor's PCS Orders- Proof of Military member's current active duty status - Marriage Certificate Incentives Available: **Recruitment, Relocation, or Retention Incentives (3R): A 3R incentive may be authorized for highly qualified applicants and/or for positions that are determined to be hard to fill. Approval Authority: The Adjutant General is the approval authority for requests up to 25% of the starting salary. The Office of Personnel Management (OPM) is the approval authority for requests up to 50% of the starting salary. If an incentive is requested, an official start date will not be established or provided to the selected candidate until final approval is received. Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. **Superior Qualifications Appointment (Advanced Step Placement): In accordance with agency pay-setting policy, the hiring official may request advanced step placement for highly qualified candidates of federal GS positions. Eligibility: To qualify, the candidate must be a newly-appointed General Schedule (GS) employee (defined as receiving their first appointment as a civilian employee of the Federal Government, or a former federal employee being reappointed after a break in service of at least 90 days). The hiring official must formally document and demonstrate that the candidate possesses: Superior Qualifications: The level, type, or quality of the candidate's skills, competencies, accomplishments, education, or experience is significantly higher than what is minimally required for the position; OR Special Agency Need: The candidate possesses skills and competencies that are essential to accomplishing a critical, high-priority agency mission, goal, or program. If an incentive is requested, an official start date will not be established or provided to the selected candidate until final approval is received.

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). Additional Conditions of Employment: -Within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional. In accordance with governing regulations, additional checks will be performed on a recurring basis. Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office. -Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment. In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service. -Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital. -This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. -This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. -This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
