THIS IS A INDEFINITE NATIONAL GUARD TITLE 32 DUAL STATUS TECHNICIAN EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Duties

Position Description # D2711000 POSITION DUTIES: The primary purpose of this position is to oversee and perform operations for receiving, storing, transferring, issuing, and accounting for bulk petroleum products needed to support all training exercises/missions and the daily requirements of the Garrison Training Center (GTC). The purpose is also to provide direction to lower-level employees on how to build and operate tank farms and service stations. The organizational location of this position is within Joint Forces Headquarters, Army National Guard (ARNG) Garrison Training Center. MAJOR DUTIES: 1. Receives, stores, transfers, and distributes bulk petroleum products and provides oversight to lower-graded employees. Validates documentation and fuel received from incoming shipments for proper identification of fuel and examines cargo for proper seals, safety regulations, and environment control systems. Connects grounding wire and hoses and activates pumps, valves, and gages during pumping operation. Takes temperature reading, determine American Petroleum Institute (API) gravity, and converts volumes of fuel at standard temperature. Ensures gage, scale, and/or meter readings, amounts of fuel received and issued, and fuel invoices are kept on file. Reports any defects, shortages, or overage in shipments to the supervisor. Performs preventative maintenance checks and services on the fuel distribution system, including lubricating pump bearings, changing strainer filters, and adding anti-algae and other additives to fuels, and obtaining and scheduling required system maintenance tests or repairs. Performs daily visual inspections of fuel facilities to inspect for leaks in storage tanks, surplus fuels, and pollution or fire concerns. Check for proper lighting, fence, and locking systems on a regular basis, as required by Defense Logistics Agency-Energy (DLA-E). To ensure that fuel facilities satisfy minimal criteria, coordinates with the Facility Engineer on necessary safety, fire, and environmental control regulations and procedures. Conducts daily clean-up of storage sites, equipment, and tools. May be appointed as the Responsible Officer per DLA requirements. 2. Accounts for all fuels that are received, stored, and distributed. Performs daily, weekly, and monthly inventory of fuels. Prepares the monthly bulk petroleum account summary in accordance with regulations. Prepares and maintains logs and records to keep track of incoming and outgoing petroleum products, daily fuel requests, and the amount of fuel consumed by each user unit. Calculates the cumulative usage and expense accounting records for each training organization. Provides guidance to the USPFO and unit representatives on fuel allocations, costs, account balances, and availability. Monitors and restricts or prohibits the issuance of fuel to units that have reached their account limits. Prepares and maintains standing operating procedures (SOP's) pertaining to fuel and modifies to local forms as needed. Serves as the physical key keeper for all petroleum supply responsibilities, including service stations. Prepares and updates the petroleum supply section of the training site's mobilization plan. Analyzes prior fuel consumption records from visiting units to prepare forecast fuel requirements and budget estimations for upcoming fiscal year, to include the information provided by the United States Property and Fiscal Office (USPFO) regarding each national guard unit's monetary allocation. Converts monetary allocations to gallon amounts and schedules fuel orders through a negotiated contract with vendors who provides delivery that are scheduled to ensure adequate stock level is available when needed. 3. Draws fuel samples for testing. Submits packaged lubricant samples for laboratory analysis on a regular basis. Mixes or directs the mixing of fuels to increase flashpoint or purity level based on scientific results. Performs additional test for laboratory analysis to assess operating conditions such as filter condition. 4. Performs other duties as assigned.

APPOINTMENT FACTORS: This appointment is to an Indefinite position in the Excepted Service. The position possesses the potential for non-competitive conversion to a permanent appointment, subject to the availability of resources. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it not to exceed 5 years. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. DEFINITION FOR AREAS OF CONSIDERATION Area 1: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard at the advertised location. Area 2: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard. Area 3: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds.
