Summary

The position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Made in America Office (MIAO). The MIAO was established by Congress to maximize and enforce domestic preference statutes; review requests related to domestic preference statutes; ensure that Federal personnel are regularly trained on obligations under those laws; and support executive branch efforts to rebuild American supply chains to meet Federal procurement requirements.

Duties

As a Procurement Analyst, GS-1102-13/14, your typical work assignments may include the following: Reviews policy and provides input regarding efficient implementation relating to Made in America laws, regulations and guidance. Processes implementation and policy oversight with a particular focus upon the Buy American Act and the Make PPE in America Act. Drafts memorandum, presentations and other written communication for OMB leadership, the Made in America Director, the Made in America Council and OMB staff relating to domestic preference laws and MIAO practices and procedures. Serves on or lead intra-OMB or interagency working groups relating to procurement or Made in America laws. Helps achieve the agency personnel training and agency oversight responsibilities of the Made in America Office (MIAO) Evaluates government wide procurement waiver requests.

Education

As part of the basic requirements for this position, applicants must meet one of the following criteria listed below: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. -AND- A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Other Optional supporting documents: Cover Letter Most recent Performance Appraisal Worker's Compensation Separation: Agency certification of inability to place employee AND Notification of Separation OR Separation SF-50. Disability Annuity Termination: Notification from OPM of disability annuity termination AND Separation SF-50 of the last position held. Schedule A, Persons with Disabilities Appointment Eligible: Schedule A letter from a physician, local, state or federal rehabilitation office citing your eligibility under 5 CFR 213.3102 (u). Certain Military Spouses Eligible under E.O. 13832: Permanent Change of Station (PCS) orders, that lists you as authorized to accompany the Military member to the new duty permanent station; OR verification of the member's 100% disability (VA Letter); and/or verification of the member's death while on active duty (DD-1300 and Death Certificate) AND verification of the marriage to the service member (i.e., a marriage license or other legal documentation verifying marriage).
