Summary
This positioin is located with-in the Montana VA Health Care Systems- Facilities Management Service. The incumbent serves as a Real Property Officer for the VA Montana Health Care Systems. The incument is the subject matter expert and the responsible party for the largest portfolio of leases (22), agreements (18), and real property actions (4 pending) in VISN 19.
Duties
As the Project Manager- (Leasing Specialist) the incumbent is responsible party for the largest portfolio of leases (22), agreements (18), and real property actions in VISN 19. The incumbent reports directly to the Chief of Engineer and often works concurrently with the Facility Planner. As the Procurement and Resources Specialist- Leasing the duties include but are not limited to: Procurement Meet with stakrholders, reviews utilization data and growth trends Assess market availabilities and considers financial constraints related to real property actions Generates long term investment priorities indicating locations of assets aas well as services provides Presents for review and approval by the Chief Engineer and subsequently to the VA Montana Executive Leadership team Keeps an accurate schedule, documents and communicates obstacles and corrective actions, and regularly briefs higher level leadership as to status on progress Travel duties as related to this duty is significant and will likely constitute around 25% of total working days Program Management: Serves as the COR for al lease actions as well as other contracts that directly support operations at lease facilities, to include participation in Environment of Care rounds at all locations to document and correct Joint Commission deficiencies Communicates with Lessor and Contracting Officer related to operational maintenance and correctional matters within the requirements of the existing lease Drafts documents and coordinates resources for modifications to the terms of the lease as necessitated by the mission of each location Point of Contact for operational matters and acts as the enforcement entity for any ib-kind considerations to the government Point of Contact to address employee and visitor concerns related to the lease assets Regularly produce and deliver presentations to a variety of audiences inclusive of integrated project teams, internal employees, external VA service units, representatives from other federal agencies, private citizens, and congressional delegation representatives Real Estate Responsible for all actions that necessitate involvement of VA Real Property Service which is primarily defined by actions resulting in a legally recorded change to title or rights of ownership Conveyance of property, disposal of excess property and revisions to ownership status bases on property transfers, easements, or irrevocable licenses Conducts technical legal research such as review of cadastral, flood plain certifications, easements, water rights, right of way and historical records to assist VA legal authorities in matters of public record involving transactions of resources Work Schedule: 0730-1600 Telework: This position may be authorized for AD-HOC telework. Requirements
