Duties

General Manager Duties: As a Department Manager you will: Define business goals, develop work plans and set short and long term priorities to be accomplished by subordinates. Direct, coordinate and oversee work plans through subordinate managers and supervisors. Assign work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate program implementation and effectiveness. Provide guidance, advice, counsel or instruction to subordinates in resolving administrative and on technical problems. Manage relationships with functional executives of IRS operating divisions within the area serviced, officials of other agencies, and in advising management officials of higher rank. Develop performance standards and evaluate work performance of subordinate supervisors and managers; Serve as the reviewing official on evaluations and performance recognition or disciplinary actions of non-supervisory employees rated by subordinate supervisors. Manage and resolve group grievances, employee complaints and/or other issues elevated to the second level. Make decisions and/or approve expenses on routine and/or non-routine, costly or controversial requests and/or personnel related actions (e.g., selection, training, promotions). Serve as a coach and/or mentor to subordinate managers and/or employees on an ongoing basis, tailoring the emphasis based on the particular needs and background. Initiate ways to improve efficiency of the department and increase the quality of the work directed; Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as a second-level Department Manager responsible for planning, organizing, directing, coordinating, controlling, and evaluating the activities of multiple subordinate organizational units through subordinate managers within a Campus and remote site environment. Provides senior-level leadership to subordinate managers and ensures alignment of organizational objectives with Taxpayer Services (TS) mission, goals, and established strategic priorities. Establishes and communicates clear performance expectations, operational goals, and program strategies to ensure effective and consistent execution of work across all assigned functions. Manages workforce planning and the allocation of personnel, budget, and other resources to accomplish program objectives and meet workload demands. Exercises the full range of supervisory and managerial authorities over subordinate managers, including performance management, employee and labor relations, and related human capital functions, ensuring actions are consistent with applicable laws, regulations, and policies. Monitors organizational performance by reviewing workload, efficiency, and productivity measures, and directs corrective actions to address identified issues and improve operational results. Leads the development and implementation of short- and long-range plans, including work plans, program priorities, and special initiatives, to support organizational goals. Coordinates with senior leadership and internal stakeholders to ensure effective communication, integration of program objectives, and consistency in operations across organizational units. Promotes continuous improvement in processes, systems, and business practices. Represents the organization in meetings, focus groups, and cross-functional initiatives to support coordination, policy implementation, and information sharing.

Requirements

Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position. Supervisory Probationary Period - Subject to a 1-year supervisory or managerial probationary period (unless already completed). Government Credit Card - Obtain and use a Government-issued charge card for business-related travel. Key Eligibility Requirements: U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. Selective Service Registration - Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so. Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies. Qualifications and evaluation

Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. Cheating on an assessment may also result in your removal from consideration. Rating: Your application will be evaluated in accordance with the Service's Merit Promotion Plan. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order. We will not reimburse costs related to the interview such as travel to and from the interview site. If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP), you must receive a rating of Highly Qualified or better to be rated as "well qualified" to receive special selection priority. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Provide an SF-50(s) (or equivalent) which demonstrates you meet the 52-week time-in-grade requirement (e.g., Promotion with an effective date more than one (1) year old, Within-Grade-Increase at the highest grade held). 9.
